(1) When studying the report received under Section 17, 18 or 19, if it appears that the accused High Court or District Court judge should be prosecuted in accordance with the Constitution, this Act or other prevailing laws, the Judicial Council shall disclose the reasons and grounds. (2) If the explanation is not submitted within the period specified in sub-section (1) or if the explanation submitted is not satisfactory, the accused judge may be punished according to this Act or the Judicial Council may order the High Court or the District Court. The accused judge will be recommended to the Chief Justice in accordance with Clause (c) of Clause (1) of Article 142 and Clause (c) of Clause (6) of Article 149 of the Constitution. If yes, it should be sent in writing to the relevant agency to file a case according to the law.
